China Releases AI Plus Software Action Plan, Aiming for Fully Smart Key Software by 2030

China's Ministry of Industry and Information Technology has released an action plan for AI plus software. The plan aims for key software to be fully upgraded with AI by 2030, with smart programming, AI agent software and smart services becoming new growth drivers.

By 2028, the plan targets 20,000 large software companies, 100 smart upgrade projects, 100 benchmark AI agent applications and at least 5 quality open source projects.

Measures include developing AI-powered coding tools, using large models to find bugs and risks in existing software, and deeply integrating AI with industrial software like CAD, CAE and EDA. Software companies are also encouraged to work with makers of smartphones, smart home devices and smart cars.

The plan also calls for building an AI agent app store and skills library, creating high-quality datasets for the software industry, and helping workers adapt through job changes and training.
