South Korea Passes Law Allowing Personal Data Use for AI Development
South Korea's National Assembly has passed an amendment to the Personal Information Protection Act, allowing AI developers to use limited personal data after review by the Personal Information Protection Commission. This change addresses the industry's struggle to develop technology due to current legal restrictions.
Previously, personal data could only be used for the purpose it was collected, and companies needed consent or a legal basis for AI development. While exceptions existed for areas like voice phishing prevention and autonomous robots, they lasted only two years, extendable to four.
The amendment takes effect six months after cabinet approval and official promulgation. The commission plans to consult experts and industry to create detailed guidelines and subordinate laws.
