Beijing Releases 10 Measures to Boost Token Economy

Beijing's economy and IT bureau released an action plan to speed up the token economy from 2026 to 2028. The plan aims to build a new form of smart economy with tokens as the key driver.

The plan calls for high-standard token factories with rating standards covering model compatibility, token throughput, first-token latency, cache hit rate and power usage effectiveness. It also supports key tech breakthroughs in inference chips, model lightweighting and edge deployment.

A token quality evaluation system and a token distribution platform will be built to offer unified interfaces and settlement services. The plan also covers AI agent development, software ecosystem building, overseas service expansion, and training programs for token engineers.
