China's Broadcasting Regulator Sets Rules for AI in TV and Online Video, Requires Labels on AI-Generated Content
China's State Council Information Office held a press conference on the 15th Five-Year Plan period. The National Radio and Television Administration shared plans for advancing high-quality development in broadcasting and online audio-visual sectors.
The administration noted that AI is already widely used in planning, production, review, distribution and services for TV dramas, web series, short dramas, variety shows and animations. While encouraging innovation, it will balance development with safety and regulate AI across the entire content production process.
Specific rules include: AI-generated broadcast programs must carry content labels; key production steps and final content must go through human review; unauthorized AI alterations are strictly prohibited.
The administration said AI technology will continue to evolve, and it will keep improving regulations, making science-based judgments and applying targeted measures — encouraging innovation where appropriate and firmly holding the line where necessary.
