US-China Economic and Security Review Commission: China's Open-Source AI & Manufacturing Double Loop Challenges US AI Leadership Long-Term
The US-China Economic and Security Review Commission released a report stating that China's promotion of open-source AI models and manufacturing advantages form a mutually reinforcing double loop, posing a severe long-term challenge to US AI leadership. Despite chip control restrictions, China has narrowed the performance gap with Western top large language models through optimized deployment of low-cost open-source models. Alibaba's Qwen series models have surpassed Meta's Llama in global downloads on Hugging Face, with about 80% of US AI startups using Chinese open-source models.
The report specifically warns that as AI evolves toward Agent and embodied AI, China may gain an advantage in the next phase due to real-world data accumulated in manufacturing, logistics, and robotics. Beijing has listed embodied AI as a core strategic industry, and several leading humanoid robot companies plan to go public this year. The US and China have distinct paths: the US focuses on technological breakthroughs, while China prioritizes rapid and widespread application.
