ChatGPT's User Base Crosses DSA Threshold, EU Launches Compliance Assessment for OpenAI
The European Commission is assessing whether ChatGPT should be regulated under the Digital Services Act (DSA) as a large online platform. OpenAI previously disclosed that its monthly active users in the EU have exceeded the 45 million threshold set by the DSA, triggering a review process.
EU spokesperson Thomas Renier stated that the Commission is verifying relevant data. AI large models may be included in the DSA framework in the future, but each case will be judged individually. OpenAI responded that the disclosed data refers to the average monthly active users of ChatGPT searches in the EU over the past six months, which complies with current disclosure obligations.
