China Academy of Information and Communications Technology Releases 2025 Smart Terminal Blue Book: AI Evolves from Add-on Feature to Terminal's Smart Core

China Academy of Information and Communications Technology released the 'New Generation Smart Terminal Blue Book (2025) — From "AI + Terminal" to AI Terminal'. The new generation of smart terminals has undergone a paradigm shift: AI has evolved from an add-on feature to a smart core deeply integrated into chips, operating systems, etc. AI phones (with smart assistant-level services) and AI PCs (in mature commercial stage) are accelerating their popularity, entering a new phase of large-scale commercialization.

The blue book points out that AI terminals have four new features including cognitive collaboration and scenario prediction, pushing the Internet of Things towards a higher stage of scenario service symbiosis. Heterogeneous architecture (CPU+GPU+NPU) solidifies the computing power base (NPU peak over 100TOPS), and multi-modal interaction enhances user experience. The operating system evolves into an end-cloud collaborative hub, with terminal agents becoming the core interaction, and intent-driven ecosystems reshaping app development models. Additionally, policy guidance and standardization are needed to break through key technologies and build a secure and trustworthy ecosystem.
